Fit for Office? the realities of rebuilding Australia

Australians would be as resentful of Labor masquerading as leaders as they were under the LMP’s catastrophic mismanagement – their cruelty and victimising – in the bushfires from late 2019 and Coronavirus from early 2020. 

Albanese promised to put an end to the shameful tolerance of corruption; but the measurable effects of continued dereliction of duty by the “Rule of Law” agencies including Attorney-General are at critical levels – health, economic, cruelty, oppression, inequity, corruption, bringing shame to Parliament. The document (below) that can be downloaded is a concise guide to the defects of the Albanese approach in 266 days and the perils of his proceeding with a Morrison agenda (as Kennedy is doing).

The time has come to

  • Realise we have made mistakes and need to do better to …
  • Stop wasting money on corruption and …
  • Set budgets to meet our important outcomes like spend a little more now to reduce Covid pain and costs soon, to reduce bushfire risks, to be as successful as Newcastle in decarbonising so as to produce a clean, happy set of regions, cities and suburbs

Rule of Law

Democracy is what distinguishes us from the rampant corruption in South American and Asian rainforests and military violence in Europe and the Sub-Continent.  Right? – that is our culture but we’ve lost way with climate and infrastructure vision and sense – intergenerational equity.

Rampant corruption developed under Turnbull from 2015 using PM&C’s Kennedy, which Morrison continued and so does Albanese. Here is a position statement as the Albanese Government seems to incapable of understanding transport economics and engineering so as to achieve carbon mitigation and long-term productivity, (but who knows, they might listen if pushed into acceptance) ~

The next bit down but one shows three quotes, the first from Dec 2017 which shook Berejiklian to her core, to a few days ago to show that Albanese is tied to her millstone and is sinking. On my side are Eddington, the World Bank, the OECD – but Albanese and Chalmers freeze ALL of us out from democratic integrity.

“The Kennedy:Chalmers Effect” reminds us of the basic incompatibility of Baird/Berejiklian and Turnbull/Morrison directions, which were lunatic at the time and must be “repaired”, with intergenerational sustainability under a “new” regime. Every day must be certified “safe” in line with the “Rule of Law”, not just a recycling of mistakes:

The Attorney-General has a critically-important section of responsibility but the dominant current culture of “shameful tolerance of corruption” has Mark Dreyfus KC MP neutered.

The pamphlet takes an outcome-based perspective on whether and what value the October 2022 Budget had:

The Turnbull/ Morrison/ Frydenberg/ Gaetjens/ Kennedy on to Albanese MO featured the opposite of due diligence, now focussed on Kennedy:

  • confusion in values and processes including outright rorting and cronyism as opposed to “democracy” and “due process”
  • abuse of “critics” (generally informed members of the public) as opposed to calm negotiation, with explicit oppression and exile of R Gibbons as the eminent strategic observer and contributor
  • ignored warnings of risk and lapse of standards as opposed to past, wiser governments
  • Cabinet timidity (“shameful tolerance”) as opposed to collegiate decision-making
  • alienation of communities against appeasement of lobbies and factions – as Greiner said, “all a bit arse-about
  • thieving of IP and lies as opposed to Menzies and all PMs – Labor and Coalition – up to Turnbull.

Good people have tried for years to reduce the Railways’ operating deficit.  Then Premier Rees, advised by Jim Chalmers, reversed that by attacking the legendary Vince Graham.  Berejiklian also reversed it without the media realising.  The financial reporting of the rail system is spread across Sydney Trains, NSW Trains, RailCorp and TfNSW.    The effect of the 2011 Baird changes is to confuse, not elucidate.  Sydney’s major “transformative” projects all have decrepit economics and engineering such that population growth, affordability and congestion implications are marginalised and worse, and air and water quality and better energy technologies are ignored.  Albanese appears to have never understood these realities.

The West Metro alone is under-funded by c $12 billion over 10 years – $4 billion reserved (without any legitimacy) out of $16 billion – if it can be done at all (see companion document).  It is throttled at birth through the central bottleneck, and inferior to the faster, cheaper and more effective Christie/Greiner/ Gibbons option which would also obviate the St Marys Metro catastrophe – but Berejiklian will not listen and nor will Morrison/ Frydenberg/ McCormack/ Albanese/ Kennedy/ Chalmers.

In November 2019 I snookered Berejiklian when the SMH revealed a whisper that Berejiklian was contemplating a “Camperdown metro”. I connected that with my “Case to Pause” revelation that she has catastrophically mistaken capacities, neutering the West Metro – meaning to have credibility she would have to build a second metro!

Albanese seems to still not understand the realpolitik of metro corruption of transport planning dynamics.

Already we have seen hospitals complain that they are being so squeezed.  As her debt is structural, we have to intervene NOW.  Hear that, Prime Minister?  And journalists!

Conclusions:

  1. Corruption has been a cancer which started with confusion in 2005/07, with instinctual distrust of “nation building” professionals, progressively falling victims to a dream of HK shiny Metros weaving their way between residential tower blocks, and local industry interest groups feeding off each end – the multinationals and the local profiteers
  2. There has been observed a de-skilling of political and executive official strata in federal and state governments which is reflected in poor project, budgetary, engagement and integrity outcomes.  The NSW TRANSAC 1970s model of peak government CEOs’ councils without distortions has gone and needs to return
  3. The political parties recruited buccaneers as mercenaries who enjoyed torturing the nation builders and exploiting the defenceless, that continues, breaking down Labor and Liberal values
  4. The communities were betrayed by media proprietors who were entranced by the shiny toys and unable to understand project engineering and economics
  5. The traditional protectors of democracy – division of functions, rule of law, due diligence, media ethics and protective community surveillance and engagement – are dislocated, and
  6. Governmental officials who adopt such perverted principles and practices must be hosed out so society can recover from corruption and achieve intergenerational equity, efficiency and prosperity

Albanese’s explicit denial of theft of my assets and income, of my “smart politics” ways of restoring national leadership and morals, and of urgent international cries for help, are damaging.  My smarts have been smothered by his gross rejection of decency and  compassion:

By dint of rejection, the political cabals have endorsed the avoidable deaths of children in slavery and misery, the denial of choice to families afeard of bushfire and storms, the repudiation of past Heroes’ honesty and competence, the reversal of intergenerational equity, and the brutal extinguishment of this citizen’s right to protect and nourish his family and society.

Every normal mode of persuasion has failed:  polite through to assertive, expert to humorous, handshakes through to social media, letters through to websites – all failed against the concreted walls of the Canberra and Sydney “ego-bubbles” and lakes of ignorance.

Following illustrations indicate that important national priorities were excluded by the dominance of continued corporate priorities which include carbon subsidies, tax holidays compared with revenue orientated jurisdictions’, and tax cuts for the wealthy.

Governments ignore, even suppress, as consequence of corrupted values (malfeasance leading to maladministration),   the solutions which the Australian people should have the opportunity to understand and discuss, including new budgetary processes to assist with “targeted and proportionate” (which the Governments have been unable to achieve) & to save lives;  and the impediments to that, being the people and processes including in  the Governments in Canberra and Sydney & the National Cabinet, all of whom which cause us grief.  Morrison/Kennedy’s malevolence continues under Albanese and Chalmers in ways which current and past MsP would regard as abhorrent.

Albanese and Chalmers expect to continue to roll out Frydenberg Budgets but one was one too many, two would be totally TOXIC. The PM rejected transit, freight and regional development ideas that would produce $3 trillion in benefits.  He rejected a template for on-ground medical and economic balancing, having decried doctors.  We are entitled to suppose that fewer disease effects would have been caused had early hospitalisation been enforced, which was the medical advice.  Further, that dithering cost millions of jobs and puts more pressure on the next generations which are already facing walls of unproductive debt.

I watched Morrison, Frydenberg and Kennedy disintegrate in the face of the pressures you’re experiencing. I might have been closer to that action than you were but I published the saga so you can check.

Kennedy was both cowardly and confused, and Frydenberg seemed to be unable to gauge the extra peril associated with process confusion on top of policy confusion.  I believe I am seeing the same signs now.

A long time ago I went through the vast tragedy that was Wran’s disintegration as he dug his “Little Mate” hole deeper by asserting  innocence instead of managing the politics.  The great politician I was working for gave us a running commentary  which was uncannily accurate.  Greiner was the same over Metherell.

Similarly your “innocence” cannot sustain explicit charges on process, governance, probity, Human Rights and  continuance of Morrison’s and Kennedy’s malevolence.  Kennedy has tried to protect himself by distorting  “processes’ as he did in 2019-22 but ….

To me it is as plain as Kennedy’s vulnerability that a positive announcement on my “nation building” work and “great ideas” is a hell of a lot better a prospect than digging the Corona, climate, bushfires, integrity, corruption and health/destitution oppression cave-ins deeper.

I was and am sincere in offering “value propositions”, and Kennedy’s refusal of them since December 2015 complicates your seeming tolerance of his corruption.  It is a simple matter of looking at his abilities and competence compared with mine to see how fast my determined defence will take effect. We will see.  I am posting this message along with the analysis quite quietly pro tem and Mark knows the power of my acute weekenditis.

The Kennedy/Chalmers Effect – de-Commissioning Australia’s Future

“Fit for Office” means that all parties and actors in the pattern that is “rule of law” function at a satisfactory level, meaning the PM and Cabinet, the Attorney-General and law agencies, the Treasury and prudential authorities, the health and environmental regulators and actors, and community antennae and thinkers.

Eyes glaze over when journalists or economists talk about Budgets but the fact is, well-organised corruption depends on having the “facts” kept hidden behind bright lights,  year on end – real corruption is culture changing and blood-sucking on a grand scale, like shifting taxes from developers onto small businesses and households which would be politically impossible if there was any honesty.  Or gifting to corporate and Party cronies and refusing funding to hardship prevention and compensation to victims but also in OECD terms, for the genuine socially needy.

Think about it:  in 2017 Berejiklian admitted that using debt to fund unproductive metros (as revenue is insignificant)  would undermine health and education budgets over time.  Right now there is a “health crisis” in Australia as the corruption-bound Albanese Government is still funding Ghost Trains and sterilising Covid, Climate and bushfire and flood risks.

Jim Chalmers was working for Wayne Swan when Kennedy was seconded from Treasury to help with the GFC response.  Apparently a bond formed that did not waver during the nominal warfare of quasi-recession and bushfires in 2019 and Covid from 2020 when they were nominally on opposite sides of the LNP/Labor fence.  That Kennedy was on a promise before May 21 2022 needs to be explained as it obviously contaminated – corrupted – Labor Budgetary and other policies.  The argument here is that Kennedy should have gone with Gaetjens as is normal practice.

Corruption-bound?  Let’s look at those facts and at who did the dread deeds and who were suppressed in line with the decline of ethics, as corruption eroded priorities and public confidence.

Conclusions:

  1.   6. Governmental officials who adopt such perverted principles and practices must be hosed out so society can recover from corruption and achieve intergenerational equity, efficiency and prosperity.

This was the prospect given to Albanese before the October Budget – which was a corrupted Frydenberg model – it was ignored of course

“Lost Continent” means that democratic challenges of climate change and mitigation, Covid, equity and debt in the world’s largest island and smallest continent will not be repairable within the parameters accepted by the current political leaders even to the point of their taking major national decisions out of Parliament and out of elections.  Just as before the vortex of decrepitude of the “NSW Disease” from February 2012, warning flags are being waved here lest we let democracy slide into the wider historical amnesia.

The first Albanese Budget is a repetition of Frydenberg Budgets and it put moving-forwards FAST BACKWARDS:

The breakdown in “due diligence”, an essential “treasury Regs” part of Rule of Law, invariably produced such hideous outcomes which are cancerous to future generations,

No one should be surprised as Albanese had started with negativity when first appointed as a Minister, and on 21 May he said, “I know I have to change and I will” – BUT HE HAS DONE THE REVERSE. This is richly documented on other pages on this website – as in “End of Chalmers …”.

In 2008 new Manly MP Mike Baird asked me to prepare a cost-effective transit plan for the Northern Beaches which he then stole and used for eight years until giving up, incompetent and arrogant.  Berejiklian, both Turnbulls, Morrison, Frydenberg and Kennedy from December 2015 suppressed and oppressed me to the point of imminent death.

PM Albanese, with a nil-cost “Value Proposition” worth $3 trillion or so – has continued that for 260 days from 21 May, obviously influenced by said jerk Kennedy who has been left in Treasury despite his catastrophic record. 

What we have and I am fighting – with powerful arguments – are:

  • Lack of legitimacy in harming citizens & communities
  • Malicious & intimidatory motives which continue
  • Imposition of the costs of malfeasance & maladministration on current & future generations regardless of NCAC, Climate Act and other inadequate “non-repair” moves
  • Escaping appropriate punishment despite Criminal Code and administrative laws & codes
  • Broken democracy reflected in political & journalistic breakdowns despite supposed Ethics

Embedding the corruption culture Albanese enforced against Lindsay Tanner in 2007 is at the roots of the current crises and Rudd can explain why he allowed that back in ’07-08.  Albanese’s colleagues can explain why they continue “the shameful tolerance of corruption” at risk to their collective reputation.

The state of the Rule of Law varies with time:  it is nominally stable but emergencies and exigencies occur.  It depends on office-holders who are deputed and paid for democratic protection to do their jobs assiduously. That is primarily the Attorney-General and the agencies which report to him, especially the AFR and the NCAC in future,

A structural change should not happen without proper democratic engagement over the security of citizenship status, tax equity and international security and so on.  In Australia, it has happened but with conspiracy, secrecy and malice but almost without societal consciousness . The advent of the Albanese Labor Government was a mixed blessing ~

The de-skilling of governmental executive strata is a world-wide phenomenon and as the box says, Australia is importing drudges while elsewhere and even here better precedents exist. The fate of elected officials depends on the quality of their appointees and Albanese is not doing well:

The Labor side has faded into the malevolence of the LNP Coalition’s wreckers, partly through appointees such as the heads of Treasury, Health and Industry, and partly because of the personal ethics and failures of the PM:

As before, they have alienated a national change-maker, and because they do not have the ability to think out of the box and to the horizon, they try, literally, to kill him

Coming back to the Attorney-General (there is a separate page on him, “Deyfus KC and the Failure of the Rule of Law”, he is responsible for NCAC and the AFP; his accountabilities are below. His performance has been negligent in fairness, equity, rule of law and every one of the other elements, even the NCAC is a partial and very delayed reform, compromised in the face of media and redneck Opposition self-interested protests.  The chain of malfeasance and maladministration started in the 2000s and are at their worst right now, with abuse of citizen rights on a rampant scale, in medicine, equity, taxation, budget allocations and democratic engagement generally:

Mr Dreyfus has repeatedly denied me – hundreds of times – the chance to use MY MONEY to recover my life.  The situation is grave:

The contextual issues are important as I believe that jealousy is one of the main factors that lead to LNP and Albanese’s extreme unfairness. 

My achievements rate highly against the LNP’s and PM Albanese’s invariable failure rates on accepted assessment criteria across major policy streams:

  • “Swifta” train/train from the North West down the existing Main North into Strathfield and then across the Canterbury area on road surfaces to Hurstville and the Illawarra Line, crossing the Main West and Bankstown/East Hills Lines, which would have obviated some $30 billion in tunnels and trackage and more in later closing and fixing the new metros due to fundamental engineering and economic blunders which are characteristic of Malenomic breakdowns in “due diligence”.
  • Christie, Greiner and Gibbons pointed to ways of strengthening the capacity and spread of the legacy Bradfield heavy rail network, once the envy of the world, instead of the “30-Minute Club’s shiny Hong Kong metros which have lower capacities, higher risk, lower returns (with the necessity of debt funding even of operations) and changes in suburban life which are contrary to Australian culture, all without Parliamentary or electorally legitimate engagement.  The Gibbons extension was a loop to the new Airport, giving it world-class transit connections across the whole Sydney train system, whereas the metro as adopted is a stub off the Main Western Line which few will use but to save face is costing $20 billion to extend towards Campbelltown (sterilising the freight system’s potential).
  • The Moorebank Intermodal Terminal interrupted the development of a logical move of container handling to Western Sydney so as to reduce structural imbalances in population/employment and air pollution problems.  It came from a whisper in the then Minister’s ear, Albanese’s, that Defence could be forced off its site which would be incorporated in a corporate development on the other side of Moorebank Avenue.  At 1.1 m TEU throughput, it is sub-economic and doubles local truck movements, but the iA corruption was so severe that it produced a report stating that short-distance double-handling can be a benefit.
  • Recently the Government mismanaged fast trains, climate mitigation, covid administration, reduction of bushfire risks  and integrity very poorly in an apparent effort to avoid dealing with my anticipatory work.  This is absurd.

In a little more detail, major policy matters arise because theft and cruelty can extend into malfeasance and maladministration especially regarding the avoidable neglect of

  • Covid victims and medicos, paramedics, pharmacists, Police and related others – see my formal proposal for a National Council to re-engage medical involvement
  • bushfire victims and 8,000 Indigenous rangers – see my formal proposal submitted to Ministers Wyatt and Burney
  • integrity elements especially outside the NCAC including immigrants, whistle-blowers and me including re-introducing “due diligence” and “rule of Law” in parallel to reports by Sir Rod Eddington and Nick Greiner, and
  • budget integration with climate and demographic change, and future generations through program effectiveness, responsible debt and proper climate mitigation programs (“plans”).  Currently “gifting” dominates the 2022 Budget and portfolio plans which denies system linkages and maintains corruption.  This is expressed in several books but especially my major published proposal to strengthen the economic mitigation elements of the Climate Change Act along the lines of my Newcastle NSIP (arguably the world’s fastest and  most effective response to de-carbonisation of  a regional economy).

All are matters of national concern, with many extra project elements, where I have the solutions under copyright, offered them gratis to Albanese, but was rejected by Chalmers/Kennedy with an series of Budget stages which breached OECD and Treasury protocols.  The proposal for a co-operative infrastructure review cycle  (Dec ’15 on) remains a critical and  essential  part of Australia’s Budgetary solution re climate and demographic changes as well as eliminating rorts, waste and corruption.  Kennedy suppressed that for 8 years, that is reality.

Progress towards a sound future has to be based on minimising or eliminating capriciousness.  Climate mitigation requires wise use of resources (below).  Instead the development of the “NSW disease” saw this rackety collection of bibs and bobs become a phantom plan that was copied at Federal level, initially by Turnbull and then by NSW compatriots Morrison and Albanese:

Both sides of politics have messed up up ports and logistics planning so thoroughly that Australia faces a mix of freight and transit loads and current major projects are poorly engineered and economically precipitous.

There is no ability to understand this let alone plan in line with intergenerational needs:

Another area where the Government doesn’t know is that I developed what 2 professors called the “best reform package on local government in history” – I will defend that, here is how the carbon mitigation model will link with Newcastle NSIP.

If the Albanese Government does not sort its own act out immediately, and force the NSW Government to do the same, the human and other damage that continues will elicit vigorous counteraction without delay: personal costs have added to the prevention of support for Save the Children Fund and Salvos, bushfire risk housing, Men of League and the Mark Hughes Foundation (Beanies for Brain Cancer), the Tim Fischer special train to aid regional revival, and the institute to remember forgotten heroes, adding tributes to “forgotten reform heroes” across Australia, all as parts of my advertised intentions.
